A growing population, a significant pollution due to urban and industrial development, irregular rainfall, drought risks related to climate change, overconsumption of water in agriculture and tourism, a heterogeneous geographical distribution of water resources that are often overexploited, wastewaters discharged without treatment... These are all factors that increasingly affect the availability and quality of water. Today, Morocco has renewable water resources that are limited to an amount of 730 m3 per capita and this figure will inevitably fall to 500 m3 per capita by the year 2030, while the international UN standards set the annual water stress threshold to 1000 m3 per capita.
Aware of water scarcity, the public authorities have designed a new national strategy for water resources management, based on principles of efficiency and flexibility. A number of structural projects are scheduled for 2030, including :
- The delivery of 800 million m3 from north to south of the country (24 billion MAD)
- 60 dams to mobilize 9 billion m3 of water

2.4 billion m3 of water savings through subsidized ecological and optimized irrigation systems (83 billion MAD)
- Raising public awareness of sustainable water management in industry and the residential sector
- Sewerage and wastewater treatment programs
