« Every project of urban development program or each project of building construction program, whatever their use, must be submitted to an energy impact study, to appear on a list fixed by regulations according to the level of consumption of thermal and/or electric energy specific to each project category » excerpt from Law 47-09, Chapter III, article 8.
The purpose behind an energy impact study is to provide an estimate of provisional energy consumption, identify the profile of energy efficiency, while taking into consideration local and available energy resources. The targeted objective is to reduce projected primary energy consumption by promoting the development of energy efficiency and renewable energies.
The energy impact study is organized as follows :
A detailed description of the project, its execution plan and mobilized energy resources
A detailed estimate of energy needs during implementation and operation
Measures for mitigation of energy consumption (energy efficiency programs and renewable energies)
A program of monitoring and follow-up of the project with respect to energy, training, communication and management efforts intended to sensitize and upgrade the project stakeholders for a successful execution
An executive summary that includes the conclusions of the study
